About the role
State Street's Implementation Center of Excellence (iCoE) is responsible for establishing, scaling, and governing the PMO function for client implementation across workstreams in STT Alpha, spanning front, middle, and back-office end-to-end implementations and complex data flows. The function aims to reduce vendor dependency, improve cost efficiency, strengthen internal expertise, and enable predictable client delivery at scale, supported by AI-enabled program governance, data-driven analytics, and risk management. This Managing Director role leads the end-to-end design and multi-year implementation of the iCoE operating model, builds the India-based PMO organization and leadership bench, and owns the global strategy, delivery excellence, and financial performance of enterprise PMO services for large-scale client implementations and platform transformations.
What you will do
- Lead the end-to-end design and multi-year implementation of the iCoE operating model, including functional scope, hiring strategy, location footprint, and resource mix. Transition execution-heavy work from high-cost vendors into the iCoE through structured knowledge transfer, scaling internal capability, and reducing dependence on vendors
- Aligning contractor-to-FTE transitions and phasing resource migration strategically. Drive FTE vs Contractor ratio strategy, establishing a sustainable talent supply model for PMO, and other iCoEs as required
- The MD will oversee and build leadership capability across PMO functions – STT End to end implementation planning, Risk management, Reporting , Tools & Automation / Ai initiatives
- Strengthen the focus on executing the PMO iCoE strategy, including contractor reduction, capability build-out, location strategy and cost optimization
- Accountable for the global strategy, delivery excellence, operating model, and financial performance of enterprise PMO services supporting large-scale client implementations and platform transformations.
- Champion AI-enabled Program governance, intelligent data driven analytics, and risk management capabilities
- Establish Standard governance, cadence, reporting standards, milestone planning, and dependencies management.
- Drive collaboration and partnerships with other CoEs and Alpha implementation teams to deliver client implementation programs successfully
- Stand up a unified India-based PMO function with SMEs, leads, and analyst teams.
- Establish integrated support model with Conversion, Business Integration / Target Operating Model (TOM) Alignment, Environment Management, Alpha Data Services, Governance & Vendor Relations.
- Ensure consistent delivery across front, middle, and back-office End to end implementations, complex data flows, and integrations.
- Enable OBM (Outcome-Based Model) transition by linking partner payments to outcomes and making sure that sub-outcomes are delivered in a timely manner with expected quality
- Build and lead a leadership team (VP/AVP layers) across PMO teams.
- Establish senior leadership layers within iCoE
- Manage onboarding of new hires, training, knowledge transfer and creation of standard PMO playbooks, frameworks and best practices.
- Drive capability building across CoEs, ensuring consistent training and best-practice adoption.
- Foster a culture of accountability, innovation, continuous improvement, and operational excellence.
- Accountable for building a sustainable operating model, workforce planning, succession planning and long-term hub growth.
- Establish career paths, competency frameworks, and succession plans for testing professionals.
- Lead capability build-out in India and other strategic hubs, including CoE scale-up and leadership bench strength.
- Engage globally and drive PMO strategy
- Create and operate iCoE governance structures across program reporting (client implementations), risk management, productivity metrics, and leadership oversight.
- Represent iCoE progress to senior leadership and participate in recurring strategic governance meetings.
- Provide clear executive-level reporting on quality, risks, dependencies, and decision points.
- Ensure alignment with the broader GCI and Alpha three-year strategy, including OBM rollout and partner consolidation.
- Achieve targeted cost reductions by shifting work from high-cost locations to the India hub. Improve FTE-to-contractor and HCL-to-Hub ratios, driving labor arbitrage benefits and operational scalability.
- Responsible for process simplification, automation, digitalization and AI adoption to improve productivity and scalability.
- Drive automation, standardization, tool adoption, reporting quality, and process enhancement. Track financials, onboarding flows, hiring dependencies, and realization of Outcome based milestone payments
- Accountability for tracking and delivering business benefits/ outcomes, including contractor reduction, productivity improvements and cost savings.
- Engage with vendor partners to manage consultants and deliver quality results
- Support sales and pre-sales activities through estimation models, proposals, and client solution shaping
Skills used in this role

- 15+ years in large-scale implementation, transformation, PMO leadership in client implementation programs (global model), or delivery operations in financial services.
- Proven success managing global delivery hubs or Centers of Excellence at scale.
- Demonstrated experience transitioning vendor work in-house and managing hybrid workforce models.
- Proven track record leading global, complex, client-facing transformation programmes.
- Deep understanding of financial services platforms, data-heavy architectures, and regulated environments.
- Demonstrated ownership of P&L, operating models, and large global team
